Mostly backstory, and better for it. The plot stops moving forward and goes digging instead, through memories, into how the villain was made.
It is also the book where the adults become legible. Dumbledore stops being a dispenser of timely wisdom and starts looking like someone making hard calculations with a child he is fond of.
