A buried silo, over a hundred floors deep, where the worst punishment is being sent outside to clean the sensors. Everyone sent out cleans, then dies. Nobody inside can explain why they all clean.

That question is the hook, and the book is patient with it. The first third is about how the silo works as a society rather than as a mystery, and that groundwork is what makes the later reveals land. Juliette is a mechanic, which matters. She approaches the silo the way she approaches a broken pump.
