Children with minor psychic abilities are taken and held in a facility that runs them through escalating tests, staffed by people who have decided the arithmetic justifies it.
Essentially Firestarter rebuilt forty years later, and the institutional horror is sharper this time. The staff are employees with procedures and a break room, which is worse.
The last act resolves more conventionally than the setup deserves.
